PostgresSQL cant connect

Hi
can anybody help me with connecting to sql ? idk what happened
few days ago with new update there was some database changes , everything went ok and i was playing after that.( it might not be relevant but i want you to know )
then i did some ccleaner system cleaning ( might not be relevant aswell , just saying ) - damn i just realized that i run on ccleaner update drivers, maybe it updated postgres idk

i rarely play this days but today i could not connect to sql port 5432/dbpass
uninstaller pt 4 and reinstalled ovb no change.
checked i have postgresSQL 9.3 installed.

any ideas what went wrong ?
please help

Unfortunately cleaning tools like that can break PostgreSQL. Did you backup your database before the database update?

Is your PostgreSQL service running? Click your Windows Start button then type the following command:

services.msc

and click on it when it appears. Do you see the PostgreSQL v9.3 service in the list? Is it started, or can you start it? What is its 'Status' and 'Startup Type'?

Please also note that PostgreSQL v9.3 is very old and reached its end-of-life in 2018. I would recommend upgrading to PostgreSQL v16 and then if you have a database backup you can restore it there:
